Joe joined Aligned Health Law as a partner after nearly a decade as in-house counsel at venture-backed digital health and healthcare technology companies. Having served both as general counsel and in the legal roles that support that function, he has worked directly with executive leadership, briefed boards, closed financing rounds, launched products and services in highly regulated markets, and made the day-to-day judgment calls that keep a fast-growing company compliant without slowing it down. He brings that operator’s perspective to startups, growth-stage companies, and their investors, and he calibrates his advice and work product to each company’s stage and needs.

His practice covers the range of matters that arise in building an emerging or high-growth healthcare company, including business model and structure, commercial and corporate transactions, regulatory and privacy matters, product counseling, and the employment issues that come with a growing workforce. Some clients engage Joe as outside general counsel. Others have strong in-house teams and bring him in to handle workstreams beyond their capacity or to support areas where his in-house experience is most useful. In either role, he works as an extension of the client’s team, stays close to the business, and gives clear, practical advice.

Joe advises clients on the regulatory frameworks that govern modern healthcare delivery, including 50-state telehealth modality requirements, MSO-PC structuring, friendly PC oversight, and the corporate practice of medicine. He also counsels clients on pharmacy regulation (including 503A and 503B compounding, fulfillment operations, and board of pharmacy matters), HIPAA and state privacy laws, federal fraud and abuse laws (including the Stark Law, the Anti-Kickback Statute, and the False Claims Act), and FDA and FTC marketing and promotional requirements across consumer channels. He has served as the designated Compliance and Privacy Officer for both covered entities and business associates and has led companies through data security incidents from forensic investigation through regulator reporting and settlement.

Joe also has a substantial product counseling practice. As lead product counsel for digital health platforms and software suites, he built regulatory requirements, privacy-by-design principles, and risk mitigation into product strategy, UX design, data flows, and patient journeys, including for AI-powered clinical support tools and consumer-facing health chatbots. He helps healthcare technology clients turn complex regulatory requirements into concrete product decisions, from feature design through launch and ongoing operation.

PRIOR EXPERIENCE & REPRESENTATIVE MATTERS

  • Led a digital health company’s transition from 503B outsourcing to 503A compounding after FDA removed certain GLP-1 medications from its drug shortage list, establishing compliant frameworks across FDA, board of pharmacy, and telehealth prescribing requirements.

  • Integrated regulatory and privacy requirements into a digital health platform’s product roadmap as lead product counsel and guided features involving PHI from design through launch, including AI-powered clinical decision support tools and a consumer-facing coaching chatbot.

  • Served concurrently as Compliance and Privacy Officer for both sides of an MSO/PC structure (the MSO as business associate and the affiliated medical corporations as covered entities), overseeing HIPAA compliance, data governance, inter-entity data sharing, and vendor privacy risk.

  • Managed medical, legal, and regulatory (MLR) review of marketing and promotional campaigns for branded and compounded product lines across organic, paid, affiliate, and influencer channels, ensuring that ad copy, disclaimers, landing pages, and creator content met FDA and FTC requirements for claims, fair balance, and substantiation.

  • Advised multiple boards of directors on regulatory and enforcement developments, governance documentation, and capitalization table management, and supported fundraising rounds and M&A transactions.

  • Served as primary legal lead for a national pharmacy technology company’s response to a major data security incident, including breach response, forensic investigation, regulator reporting, and settlement.

  • Helped a company repurpose its large-scale COVID-19 testing infrastructure into new behavioral health and cancer genomics service lines, supporting the related go-to-market strategy and building the contracting frameworks and terms of service for each.

  • Built the legal and HR functions as the first in-house lawyer at an EHR startup, grew the team, and guided the company through multiple strategic stock and asset acquisitions of complementary software companies, including post-closing legal and HR integration.

  • Managed county, state, and federal government contracting for the same EHR company, working with sales and clinical operations on RFP and RFI responses and evolving public-sector requirements, and resolved a pending state contract dispute favorably without litigation.
